Did you tell the cop this? B/c that could be the likely cause if she crossed two lanes of traffic without fully stopping in each to make sure the next was clear. But yeah, cops are biased and you need to give them all of the information. My brother (has a shaved head) was intially found at fault at an intersection turning left which he had a green arrow for. Luckily, after explaining the situation and pointing out the type of damage that occurred, the cop reversed the "at fault" charge to the other driver who new it was his fault but just stayed quiet.
